This formatts the odd bits of the document to make it more consistent with the rest. This includes:

Whitespace after "headings
Use __style__ of bolding (it is used everywhere else in document)
Remove unecessary and confusing whitespace in front of each bullet points
Ensure lists have surrounding whitespace
